Understanding the Needs of Diverse Veteran Populations for Veteran Employment

True Patriot Love Foundation is seeking an experienced consultant or research partner to support a Needs-Based Analysis of diverse Veteran populations and employment in Canada.

About the Project

As part of our Building a Veteran Ready Canada initiative, funded through Veterans Affairs Canada’s Veterans and Family Well-Being Fund, True Patriot Love is working to improve employment outcomes for Veterans, Reservists and their families by strengthening employer readiness and fostering a more inclusive and responsive employment ecosystem.

This project will explore the unique employment experiences, barriers and support needs of diverse Veteran populations, including:

• Women
• Indigenous Peoples
• 2SLGBTQ+ individuals
• Racialized communities
• Veterans living with disabilities

Scope of Work

The successful proponent will be expected to:

• Review and synthesize existing Canadian and international research and data.
• Engage Veterans, employers and key stakeholders through interviews, surveys, focus groups and/or consultations.
• Identify key employment barriers, gaps, opportunities and emerging needs.
• Develop practical recommendations to strengthen Veteran recruitment, retention and advancement.
• Produce a final Needs-Based Analysis Report, executive summary and presentation of findings.

Project Timeline: September 21 – December 15, 2026

Budget: Up to $50,000 CAD, exclusive of applicable taxes

Location: National Headquarters, Toronto; proposals welcomed from consultants anywhere in Canada

Proposal Length:Maximum 6 pages

What to Include in Your Proposal

Proposals should include:

• Confirmation that you have reviewed the RFP
• Proposed scope of work and approach
• Detailed work plan, deliverables and timelines
• Budget by activity
• Relevant qualifications and experience, including at least two similar projects
• Three references for comparable work
• Confirmation of understanding of confidentiality requirements and disclosure of any actual, potential or perceived conflicts of interest.
